periodic frame drops / fps drops, input lag, and mini freezes

Periodic fps drops (lowest fps drops to 60-80, highest goes very high - with fps caps), happens idleing with kb+m unplugged, happens accross 2 pcs with different era tech. Issue gets worse in online games, with rapid inputs, and with lots of on screen events (or sounds maybe).

Attatched screenshot of the fps graph (2nd half is the symptom). Can give info my PCs, other settings, or about my troubleshooting so far (latencymon, WPA, etc).

Could you please share your log file and confirm whether this happens in Freeplay, online matches, or both?
If you have any extra troubleshooting details from LatencyMon or WPA, those would also be helpful.
